SITUATION
Somewhere in the South Pacific lies the remote island of Tanoa. This beautiful country has become the largest producer of cocaine in the world. The influential and dangerous drug cartel the Alliance, also known as “wolf heads”, has made the country a lawless narco-state, dominated by fear, injustice and violence. The cartel has become a criminal powerhouse and a danger on a global scale. Total war is not the solution. The root cure for this disease is a stealthy and deadly surgical tactic.
